YouTube thumbnails are publicly accessible images served via YouTube's CDN. Downloading them for personal reference, analysis, or creating response/reaction videos generally falls under fair use. However, using someone else's thumbnail to impersonate their channel would violate YouTube's terms.
Why is maxresdefault not available for some videos?+
Not all uploaders provide a high-resolution custom thumbnail. Older videos and some automated uploads may only have YouTube-generated thumbnails at lower resolutions. In that case, the "high" quality (480×360) will be the best available.
